Is Quebec a country?

From an American point of view, some places in Quebec may seem like Europe to them, but this is so.  Do not think of Paris for example Old Quebec City would be more accurately called Nantes look-alike.  Old Montreal is a victorious city, as there is little left from the 18th century.  Perhaps the presence of teraters in the summer may surprise American visitors and so it will feel European to them, or the possibility of finding decent bread in actual boolengeries may make them feel like Europe, but I think it is about America.  Tells more.  Rest of the world.
